FIBERS PUBLIC SUPPLY WELLS SITE
GUAYAMA, PUERTO RICO

LBG completed a Remedial Investigation /Feasibility Study (RI/FS) of this Superfund site. Through the mid-1970's to early 1980's, four of five PRASA water supply wells were taken offline because of chlorinated solvents in the ground water. As part of the RI, five monitor wells and two piezometers were constructed to complement the existing monitor well network, shallow and deep sediment samples were collected from the former wastewater settling lagoons, and three rounds of water samples were collected from select wells and analyzed. A contaminant transport computer model was developed and used to demonstrate that existing plant process wells provided containment of the plume and to estimate how long it would take for the plume to dissipate. Based on the results of the RI, the computer model evaluation, the results of a risk assessment, and the comparison of alternatives by the FS, remedies for both soil and ground-water operable units consisted of institutional controls (deed restrictions, physical restrictions, and monitoring).

LBG successfully interacted with EPA-Region 2, PRASA, and PRIDCO to complete the RI/FS for the site, and was under contract to a PRP group consisting of Phillips Petroleum Company, Chevron Chemical Company, and American Home Products Corporation.

LBG personnel successfully interfaced with EPA-Region 2 personnel, including Mr. Mel Hauptman and Mr. Adalberto Bosque, and participated in project meetings held in San Juan and New York City.

At a time before the Internet, LBG’s administration, coordination, and communication abilities were demonstrated by the fact that the work was completed with the combined effort of two LBG offices, and with client contacts located in New York, Oklahoma, and California.
