MPE/SVE REMEDIATION SYSTEM
ST. PAUL, MINNESOTA

LBG is representing a large shopping center developer in the purchase and re-development of a contamination site located in one of the most heavily used commercial districts of St. Paul. Operating under Minnesota’s Voluntary Investigation and Clean-up (VIC) Program, we have completed the initial Phase I and Phase II Investigations, performed a Feasibility Study and Risk Assessment, and completed a Remedial Action Plan.

Remedial system installation commenced in the Fall of 1998 with LBG performing all oversight and project management activities. A multi-phase extraction system was installed and is effectively mitigating a PCE release from a dry cleaning establishment.

Certificate of Completion was issued by the Minnesota Pollution Control Agency after only 93 days of system operation.

Negotiated favorable clean-up criteria for our client which will result in an accelerated redevelopment schedule.

Assisted in securing tax-increment financing and a grant from the Department of Trade and Economic Development.

Worked with all parties involved including the client, city officials, regulators, other consultants, and the public to assure that each step moved us closer to the eventual goal of redeveloping the site.

• Innovative technology (patent pending) used for liquid recovery below 30'
• Innovative air-permit application resulted in over $250,000 savings for client
• The results of remedial efforts accelerated property transaction.

The final result of this type of cooperation and planning is a remediation system that is capable of meeting the site clean up criteria while minimize both cost and operational impact to the electronics facility.
